  SENATE BILL 86                                                               
                                                                               
       "An  Act  relating  to  issuance  of  special   request                 
       commemorative gold rush motor vehicle license plates."                  
                                                                               
  Co-Chair Hanley explained Amendment  #1, 9-LS0689\K.1, Ford,                 
  4/16/96.  [Copy  on file].  He stated that  Amendment #1 was                 
  the transition language regarding the license plates.

  Representative Mulder MOVED  to adopt  Amendment #1.   There                 
  being NO OBJECTION, it was adopted.                                          
                                                                               
  Representative Mulder addressed Amendment  #2, 9-LS0689\K.2,                 
  Ford,  4/16/96.    [Copy  on  file].   He  stated  that  the                 
  amendment provide  the reversionary  language,  so that  the                 
  plates would return to the  blue and gold in the year  2005.                 
  Co-Chair  Hanley  asked  if  transition  language  had  been                 
  included.   It appears that on January 1, 2005, when most of                 
  the cars  would have  the Gold  Rush plate, every  passenger                 
  vehicle would then have to have that plate replaced with the                 
  traditional plate.  He recommended that it be "transitioned"                 
  into, with  a specified required date which  varies for each                 
  plate replacement.                                                           
                                                                               
  JUANITA  HENSLEY, CHIEF, DRIVER  SERVICES, DIVISION OF MOTOR                 
  VEHICLES, DEPARTMENT OF PUBLIC SAFETY (DPS), agreed with Co-                 
  Chair Hanley, stating that was the intent of the Department.                 
                                                                               
                                                                               
  Representative  Brown  recommended  including  a  conceptual                 
  amendment to Amendment #2 which would mirror the language in                 
  Amendment #1.  Representative Brown MOVED to amend Amendment                 
  plates.  There being NO OBJECTION, it was adopted.                           
                                                                               
  Representative  Brown MOVED  to adopt the  amended Amendment                 
                                                                               
  Representative Martin MOVED to report HCS CS SB 86 (FIN) out                 
  of Committee  with individual  recommendations and  with the                 
  accompanying fiscal  note.  There being NO OBJECTION, it was                 
  so ordered.                                                                  
                                                                               
  HCS CS SB  86 (FIN) was reported out of Committee with a "do                 
  pass"  recommendation  and   with  a  fiscal  note   by  the                 
  Department of Public Safety dated 3/14/96.
